This book addresses one of the basic questions in military studies: How can armies cope effectively with technological and doctrinal surprises—ones that leave them vulnerable to new weapons systems and/or combat doctrines? Author Meir Finkel contends that the current paradigm—with its over-dependence on intelligence and an all-out effort to predict the nature of the future battlefield and the enemy's capabilities—generally doesn't work. Based on historical case analysis of successful \"under-fire\" recovery and failure to recover, he identifies the variables that have determined these outcomes, and he presents an innovative method for military force planning that will enables armies to deal with the uncertainties of future wars \"in real time.\" His proposed method combines conceptual, doctrinal, cognitive, command, organizational, and technological elements to produce optimal battlefield flexibility and adaptability. He then demonstrates that, when properly applied, this method can eliminate most obstacles to overcoming battlefield surprises.

The U.S. Air Force is developing new force capabilities appropriate to an emerging array of threats. It is clear that advances in information science and technology (IS&T) are essential for most of these new capabilities. As a consequence, the Air Force is finding it necessary to refocus its IS&T basic research program to provide stronger support for reaching these goals. To assist this effort, the AFOSR asked the NRC for a study to create a vision and plan for the IS&T-related programs within the Office's Mathematics and Space Science Directorate. This report provides an assessment of basic research needs for Air Force systems and communications, software, information management and integration, and human interactions with IS&T systems. The report also offers a set of priorities for basic IS&T research, and an analysis of funding mechanisms its support.

This book explores contemporary military innovation, with a particular focus on the balance between anticipation and adaption.
The volume examines contemporary military thought and the doctrine that evolved around the thesis of a transformation in the character of war. Known as the Information-Technology Revolution in Military Affairs (IT-RMA), this innovation served as an intellectual foundation for the US defence transformation from the 1990s onwards. Since the mid-1990s, professional ideas generated within the American defence milieu have been further disseminated to military communities across the globe, with huge impact on the conduct of warfare.
With chapters written by leading scholars in this field, this work sheds light on RMAs in general and the IT-RMA in the US, in particular. The authors analyse how military practice and doctrines were developed on the basis of the IT-RMA ideas, how they were disseminated, and the implications of them in several countries and conflicts around the world.
This book will be of much interest to students of strategic studies, defence studies, war and technology, and security studies in general.

\"Artificial intelligence (AI) will play a key role in multi-domain operations (MDO), but much remains unknown, and scholars and practitioners often hold unreasonable views regarding what AI is capable of and the extent to which it is dangerous to civilians on the battlefield.\" (Military Review) In this point-of-view article, Dan G. Cox, professor of political science at the U.S. Army School of Advanced Military Studies, examines misconceptions among military strategists concerning what AI actually comprises. Cox concludes that AI should be embraced, arguing that it \"could actually perform more consistently and with more morality than humans do.\"
